Sending your Economy Bulk International items
1. Label items
Prepare letters & parcels with PermitPost indicia or postage paid labels.
2. Parcel documentation
Complete a Customs Declaration and commercial invoice (if required) for each parcel.
3. Consignment
List each item to be lodged on the consignment note and retain a customer copy.
4. Prepare satchel
Prepare your satchel with consignment note & Return to sender cards facing out ready for pickup.
- Letters must be paper-based written or printed documents only.
- Each letter must weigh no more than 200g.
- Have your NZ Post return address and postcode on the top left corner or the back of each item.
- Have your PermitPost indicia on the top right corner.
- Have address label information in English.
- The minimum chargeable weight for Economy Bulk International parcel is 100g per parcel.
- Each parcel can weigh no more than 2kg for each item.
- Rolls & tubes are charged as parcels.
- Each parcel must have an Economy or Par Avion service indicator.
- • Complete a green Customs Declaration (OS008a) for each parcel, or an electronic shipping label generated via an NZ Post electronic lodgement tool. Include the sender, receiver and the parcel content information in English. For the electronic shipping labels, only the country associated with the receiver’s details needs to be provided in English.
- Put all your mail into a blue satchel.
- Complete the consignment note (IBP009) listing all the items to be lodged and place it in the pouch on the front of the blue satchel.
- Include a copy of the commercial invoice or an Export Invoice (NCPI025) (PDF - 49KB) for each parcel if it is being sent as part of a commercial transaction.
- Only one lodgement may be made per day.
- Complete the consignment note (IBP009) listing all the items to be lodged.
- Remove the customer copy of the consignment note.
- Put all Economy Bulk International items into the blue satchel provided by NZ Post.
- Ensure your Return to sender card is in the small pocket or sitting on top of your consignment note, with the International Mail Service Centre address facing out.
- Put the blue satchel with the rest of your NZ Post items for courier pickup.
- Pricing:
- Speak to your Business Manager about our competitive pricing for sending Economy bulk parcels internationally.
- A service fee of $5.00 (GST zero-rated) applies for each lodgement.
- A service fee of $5.00 (GST zero-rated) applies if a manual green Customs declaration form (OS008a) is used instead of an electronic shipping label generated via an NZ Post electronic lodgement tool. This fee covers the EAD capture cost, processing and administration.
- • The information contained within the declaration may be electronically transmitted to the destination postal administration and national government agencies (such as Customs) in advance of arrival for purposes such as fiscal, risk, security and border clearance, in line with national and international legislation. Digital Postage Meters
Cost-effectively and efficiently weigh, frank, seal and brand your business mail without the need for prepaid products. Receive discounts on postage for your domestic and international mail items.
More cost-effective and more efficient than stocking prepaid products, a digital postage meter lets you weigh, frank, seal and brand your business mail.
We’ve contracted with Pitney Bowes to produce, install and maintain digital postage meters (DPM) which you can use to weigh mail and apply the correct postage.
Use of a DPM allows you to receive discounts on postage for your domestic parcels and all international mail items. DPMs automatically update price changes so your mail will always carry the correct postage. They also have a four-digit PIN to prevent pilfering of postage included envelopes, prepaid tickets and stamps.
The cost of a DPM varies depending on which model you choose, and which package applies. There are two DPM packages:
Package 1 - Free* DPM
Use of a DPM for four years or more, free of lease charges*, if:
- your spend** with NZ Post is more than $100 (incl. GST) each month, and
- you sign up as an NZ Post business account customer for a term of four years or more.
* You will still need to pay for ink and software for the DPM, labels and any artwork or other incidentals.
** Spend is calculated on the types of mail items you can process through a DPM – domestic and international letters and non-tracked parcels, of less than 1.5kg weight and 70mm thickness.
Package 2 - Own DPM Payments
You pay for your own purchase or lease of a DPM and receive a 5% discount on domestic letters processed through your DPM.

- The use of your DPM (whether leased or purchased) will be subject to the DPM supplier’s terms and conditions.
- You must be an NZ Post corporate customer with an NZ Post business account.
- Any product discounts you have under a customer contract with NZ Post will not apply for mail processed through the DPM.
- ParcelPost items can be upgraded to Tracked by applying a ParcelPost Tracked upgrade ticket.

Delivery
Once an order is confirmed, your DPM supplier aims to deliver and install your DPM within three to five working days. If you don’t have an NZ Post business account, this may take slightly longer.

Delivery Targets
For the purposes of delivery targets, the day in which the item is accepted by us is day zero. If you post an item, or hand it over the counter in a New Zealand Post retail outlet after that day’s final clearance, or on Saturday or Sunday, day zero will be the next working day.
You can expect that items will usually arrive at their destination within the delivery target specified. Because New Zealand Post does not directly control all parts of the delivery chain, we cannot guarantee that your item will always reach its destination within the delivery target. Delivery to areas outside major cities, or where your item is dutiable or held in Customs, may take longer. The required postage is the value of postage required for New Zealand Post to carry the item. Actual price paid may vary instore. The required postage and specifications are subject to change.
